Imperial 29-Article Ordinance improved the administration of Tibetan affairs by the Qing government and was supported wholeheartedly by the upper class in Tibet.

In September in the 57th year of Emperor Qianlong's reign, Imperial Bodyguard Huilun escorted the gold urn to Lhasa.

The first Dalai Lama confirmed by drawing lots from the gold urn was the reincarnated soul boy of the 9th Dalai Lama, namely the 10th Dalai Lama Curchen Gyamco. In 1821, the first year of Emperor Daoguang's reign, the search team found three soul boys. Emperor Daoguang approved the undergoing of the lots-drawing procedure to determine the reincarnated soul boy of the 9th Dalai Lama. In the following year, high commissioners Wen Gan, Bao Chang, and the 7th Panchen Lama held the draw-lots-from-the-gold-urn ceremony in front of the memorial tablet of the emperor in the Potala Palace. The 7th Panchen Lama drew the boy born in Ganzi as the reincarnated soul boy of the 9th Dalai Lama, gave the pre-novice ordination to him and conferred him the name of Ngawang Lobsang Tenzin Curchen Gyamco. 。

The first Panchen Lama confirmed by drawing lots from the gold urn was the reincarnated soul boy of the 7th Panchen Lama, namely the 8th Panchen Lama Tenpai Wangchuk.

In August in the 7th year of Emperor Xianfeng's reign, presided over by the high commissioners Man Qing and He Tehe, the draw-lots-from-the-gold-urn ceremony was held in the Potala Palace, with all leading monks and officials from major monasteries in Lhasa on the scene. The son of Tenzin Wangchuk from Chucang Village of Namling County was drawn as the 8th Panchen Lama. Next year, presided over by the high commissioner Man Qing, the draw-lots-from-the-gold-urn ceremony was held in the Potala Palace again to draw the 12th Dalai Lama.

There was another legend about the origin of the system of drawing lots from a gold urn.

The Buddhism held that the universe could be divided into three worlds in terms of time, namely the past, the present, and the future. And we are in the world of the Buddha of the Present(Buddha Sakyamuni). In the period of the Buddha of the Past(Buddha Dipamkara), there was a grand king who governed all the gods, ghosts, and human beings in the world. The grand king had 1,000 sons, but only one of them could become the Buddha. Then, the grand king wrote his sons' names on lots and put them into a gold urn to determine who would be the Buddha. It seemed that the establishment of the system of drawing lots from a gold urn by Emperor Qianlong was based on the Buddhism legend.

On January 24, 1989, the 10th Panchen Lama held a forum for eminent monks of Tibetan Buddhism from Tibet, and Qinghai, Gansu, Sichuan, and Yunnan provinces. At the forum the 10th Panchen Lama specially mentioned the confirmation of reincarnat
