The total output value of agriculture, forestry and animal husbandry in the whole city will reach 3.8 billion yuan. The per capita disposable income of rural residents will exceed 19,000 yuan. In Tibet Autonomous Region, Lhasa City will take the lead in building a moderately well-off society in an all-round way. By 2035, decisive progress will be made in rural revitalization. By 2050, the rural rejuvenation will be fully realized.

In accordance with decisions and arrangements deployed by the central government and Tibet Autonomous Region, centering on industrial prosperity, departments at all levels in Lhasa City will promote the resources interaction and achievements sharing between urban and rural areas, and create a new situation for the integration of urban and rural industries. Centering on ecology, Lhasa will optimize the layout of rural space, systemically promote the ecological restoration and management of mountains, rivers, lakes, forests, farmlands, and grasslands, strengthen the comprehensive governance of outstanding environmental issues, and create a new pattern of harmonious coexistence between man and nature. Centering on rural civilization, the construction of rural spiritual civilization will be steadily carried out and the rural culture will be revitalized. Centering on effective governance, Lhasa will strengthen the construction of grass-roots party organizations in rural and pastoral areas, improve the mechanism for improving rural governance, and build a new system of rural social governance. Centering on wealthy life, apart from doing a good job of poverty alleviation, Lhasa will promote the development of public services in agricultural and pastoral areas.
