On the basis of the two pilot projects of Jebumgang sub-district office in Chengguan District and Chukha Town in Damxung County, Lhasa City will accelerate the promotion and implementation of the second phase of garbage classification, and strive to basically realize mandatory garbage classification in the urban built-up areas, key towns and major scenic spots under its jurisdiction by 2020. In addition, on the basis of the pilot project of Sangzhuzi District, Xigaze City will accelerate the promotion and implementation to the new urban areas and county seat, and strive to basically realize compulsory classification in the urban built-up areas, key towns and major scenic spots under its jurisdiction by 2020.

Cities that have not yet implemented mandatory garbage classification will accelerate garbage classification according to local conditions. With reference to the relevant requirements, competent cities should earnestly carry out the pilot work, timely study and formulate the work plan, and strive to realize the compulsory garbage classification as soon as possible. Public institutions, relevant enterprises, parks, communities and other entities in the areas where compulsory garbage classification is implemented will assume the main responsibilities and carry out compulsory garbage classification on the domestic garbage generated within their jurisdictions.

Mandatory categories include hazardous waste, perishable waste and recyclables. The main task of implementing garbage classification is to actively promote waste source reduction, classify household garbage, implement household garbage classification collection and transportation, improve the level of renewable resources recycling, promote standard disposal of hazardous waste, effectively dispose of perishable garbage such as kitchen waste, and perfect corresponding terminal treatment facilities. At the same time, relevant rules and regulations on garbage classification should be improved and formulated as soon as possible, specific requirements for garbage classification should be clarified, and the work of garbage classification should be advanced in depth according to law. Social capital is encouraged to participate in garbage sorting, collection, transportation and disposal. Residents who correctly classify garbage will be rewarded with convertible points and other awards.

In addition, Lhasa will accelerate the research, development and construction of the city's smart environmental sanitation system, and promote the combination of the online platform of garbage classification and recycling system and the offline logistics entity through "Internet +" and other modes. Considering the population scale, the source of perishable garbage and the radius of garbage transportation, the construction of perishable garbage treatment facilities should be speeded up by adopting a reasonable layout that is based on large-scale and centralized treatment, supplemented by relatively centralized and on-the-spot disposal, as well as adopting relatively mature technologies and means in China.
