On March 26, 1983, the Tibetan Regional Party Committee of the CPC stated that the party committees and people’s governments at all levels should make appropriate arrangements for the Tibetan returnees, offer equal treatment and economic aids, and encourage them to participate in the socialist construction in Tibet.
