On March 27, 1951, three plenipotentiaries of the local government of Tibet including Ngapoi Ngawang Jigme and their 12 entourages left from Qamdo for Beijing to have peace talks with the central people’s government, with accompany of Puncog Wanggyai and Le Yuhong.
