On Feb. 24, 1998, the Information of State Council issued White Paper 1998: New Progress in Human Rights in the Tibet Autonomous Region. Consisting of four parts, the white paper stressed the remarkable progress made in Tibet’s human rights and great efforts made by the government to promote human rights development in Tibet.

On Feb. 24, 1964, statistics showed altogether 281 rural credit cooperatives were established in Tibet. The total deposit of herdsmen in the region reached more than 2.8 million yuan.
