In 2018, 50,000 new jobs in urban areas will be created, and the urban surveyed and registered unemployment rates will be controlled under 5.5 percent and 3 percent respectively. A system will also be set up to help more than 20,000 university graduates find jobs.

More measures will be adopted to promote five kinds of insurance in the region, guaranteeing better livelihoods for its urban and rural residents.
