Public security authorities to launch new measures enhancing traffic services

Apr. 11, 2019 -- Public security authorities will launch 10 new measures to streamline administrative approvals, delegate power to lower levels and improve services, the Ministry of Public Security said Wednesday.
 
The measures include inter-regional administrative procedure handling and streamlined rapid channels.
 
For light vehicles, applicants can use personal identification cards to apply for driver's licenses across the country, without the need to provide residence registration certificates. Applicants who have passed part of the driver's license test but have yet to change residence due to work, studying or living can also apply to change the exam location for the rest of the test.
 
For heavy vehicles, applicants can apply with their identification cards within the provincial-level region, without the need to provide residence registration certificates.
 
Annual inspections of motor vehicles can also be conducted across the country.
 
When commercial banks and automobile finance company are mortgagees, original business licenses are no longer required. Copies with official seals affixed are instead required, and mortgage contracts can use electronic seals.
 
All the measures will take effect on June 1.
 
Since the ministry launched measures to streamline administrative approvals, delegate power to lower levels and improve services in 2018, application materials including copies of personal identification cards have been reduced by 310 million pieces.
