In terms of scenic spots, except temple scenic spots, the state-owned 3A-class and above scenic spots in Tibet will be free to visit, and the price of state-owned scenic spots below 3A class and non-state-owned A-class scenic spots will be halved on the basis of off-season price (the list of "winter tour in Tibet" scenic spots published by the preparatory group of Tibet Tourist Scenic Spots Association shall be taken as the standard). A reward of 100,000 yuan RMB will be given to travel agencies that have received 1,000 tourists in total. An additional reward of 50,000 yuan RMB will be given to each additional 100 tourists, and the cumulative reward of a single travel agency shall not exceed 800,000 yuan RMB. The passenger transportation price of tourist transport enterprises shall not higher than 50% of peak season price. The room price of three-star and above hotels as well as international brand and boutique hotels shall not higher than 50% of peak season price. The average discount of each airline in off-season shall not less than 50%, and a limited seat guarantee agreement shall be signed with travel agencies. Travel agencies that organize tourists to travel to Tibet in the form of charter flights and special trains shall be rewarded according to regulations.

 

The implementation of preferential policies of "Winter Tour in Tibet" plays an important role in promoting the development of all-for-one tourism in Tibet.
