According to the Constitution of the People’s Republic of China, all ethnic groups have the freedom to use and develop their own spoken and written languages， and at the same time, which also states that Putonghua, the Standard Spoken and Written Chinese Language，also should be popularized, so as to ensure that ethnic minorities adapt to the rapid modernization of the country and the pattern of pluralistic integration has been formed by all Chinese people. The Opinions on Several Issues Concerning Strengthening the Education in the minority areas that began to be implemented since 1992, which required that we should strongly promote the bilingual teaching and Putonghua, the Standard Spoken and Written Chinese Language, in line with the local conditions. Both the laws, The Measures for Implementing the Law of Compulsory Education of the People’s Republic of China in Tibet Autonomous Region that was promulgated in 1994 and the Law of the Standard Spoken and Written Chinese Language of the People's Republic of China started to be implemented in 2001, have contained similar contents. These documents and regulations provide a basis for the implementation of bilingual education in Xizang Autonomous Region. Based on the above situation, this paper introduced the education of Tibetan language and the Standard Spoken and Written Chinese Language briefly under the background of bilingual education in Xizang.
