The Fifth Plenum of the 18th CPC Central Committee has put forward the set of five development concepts: innovation, coordination, green development, opening up, and sharing, which tone is based on the past, and has pointed the direction for the future economic and social development as well. A profound change related to the development of the overall situation in China has arrived. The economic and social development in Tibet have achieved a certain success both in a variety of the State aid polices for Tibet and with own efforts. Nevertheless, face the difficults of TAR‘s development in the stage,such as:Environmental factors and population factors having obstructive influence on TAR‘s openness and creativity;Considerable demand in poverty alleviation,huge challenges in building and affluent slciety;Lacking of self – development capacity,big time-pressure in achieving to be an affluent society etc.on the decisive stage for realizing the goal of a moderately prosperous society in all respects: no one left behind and no region falling, the participatory, endogenous & shared development should be the only way. The participatory development could take a greater account of the local demand preference, benefitting precisely developing and decision making scientifically and rationally. The endogenous and shared development could bring the subjectivity of the natives into full play,motivating endogenous impetus by the external and internal cultivation of blood transfusion and hematopoiesis. Ultimately Tibet will head toward a more potentially and sustainably developing road.
