This paper is a case study on Lulang Township‘s tourism development in the context of development assistance of local participation and cultural inclusion. The stated goal of Lulang‘s development is the growth of local tourism industry, which arguably facilitates a close integration of the local economy and culture. Cultural inclusion is the most important factor in development activities, as it entails both respect for local culture, and a developmental process that rely on culture to mobilize various production factors. A given culture serves specific local residents, whom, as the carrier of local culture, should participate broadly in the whole process of project construction, integrating the local culture into the project and protecting it, so the local culture could be better inherited, innovated and developed.All in all,Lulang case revealed that there is a cultural inclusion in Development scheme in Tibet Autonomous Region.
