Tibet: Air quality in main cities and towns remains above 95%

Aug.30, 2019 -- As the main body of the Qinghai-Tibet Plateau, southwest China's Tibet Autonomous Region is known as the"roof of the world", the "water tower of Asia", the "third pole" and a key eco-safety barrier in China and Asia. In order to do a good job in the construction of ecological civilization and eco-environmental protection work, Tibet specially convened the regional ecological environmental protection conference, and reported the ecological environmental protection work. Statistics of the Chinese Academy of Sciences and relevant departments has shown the overall structure of various ecosystems on the Tibetan Plateau being stable and the ecological quality being good. Air quality in main cities and towns has remained above 95%, Tibet is still one of the best environmental quality district in the world.
According to the head of the Department of Ecology and Environment, in order to protect the ecological environment of Qinghai-Tibet Plateau, the Party Committee and People's Government of southwest China's Tibet Autonomous Region, starting from the top-level design of ecological environmental protection work, have established five goals of ecological civilization construction, including beautiful ecological environment, developed ecological economy, comfortable ecological home, perfect ecological system, as well as harmoniousrelationship betweenhuman being andnature. In recent years, more than 60 local laws and regulations as well as government rules have been enacted, covering all areas of ecological civilization.
The region has issued and implemented a plan on main functional zone, which makes environmental assessment planning of key areas, river basins, industries and industrial layouts, and designated 95% of the land area as prohibited or restricted development area. It has also insisted the comprehensive decision on environment and development, banned or limited the development of heavy polluting industries, strengthened environmental protection in resource development, and promoted the development of featured industries such as ecological agriculture & animal husbandry, ecological tourism, and natural drinking water.
In recent years, Tibet has implemented 10 ecological environmental protection and construction projects, including protections of natural grassland, forest, important wetlands and others. A total of 10.7 billion yuan RMB has been allocated, achieving 69% of the planned investment and vigorously promoting the protection and restoration of natural ecosystems. Through implementing these projects, ecosystem service functions in Tibet have increased by 3%--5%, and the function of ecological security barrier has been effectively maintained.
Tibet has established 47 nature reserves of various levels, 22 ecological functional reserves, 4 national scenic spots, 9 national forest parks, 14 national wetland parks and 4 geological parks, and effectively protected 125 species of wildlife under state key protection and 39 species of wild plants; it has continued to improve ecological compensation system for key ecological function zones, increased the number of ecological jobs to 667,000, raised the annual subsidy to 3,500 yuan for each person. Meanwhile, a fund of 100 million yuan RMB has been applied to implement the policy of horizontal ecological compensation in the upper reaches of the Yangtze river; 33 million yuan RMB of the fund has already been allocated to set up pilot projects and establish compensation mechanisms for up and down stream ecological protection in Nagqu, Qamdo and Nyingchi which are included in Nujiang River basin. Since 2011, Tibet has launched the work of ecological construction. At present, Lhasa has passed the check and acceptance procedure for national environmental protection model cities, Shannan, Nyingchi and Xigaze have been included in National ecological civilization pilot demonstration zone, Nyingchi and Yadong have been listed among the second batch of national ecological civilization construction demonstration cities (counties).
Tibet has also carried out an activity named "China environmental protection tour -- Tibet tour", organized and implemented special actions such as the regulation of garbage disposal in Mt. Qomolangma, checked and renovated relevant construction projects, and inspected large-scale water conservancy and hydropower projects. In 2018, the region has dispatched more than 3,000 person-times of law enforcement officers, inspecting more than 700 enterprises and fining 36,989,700 yuan RMB.
Statistics of Chinese Academy of Sciences and related departments also show the water quality of major rivers (lakes) such as the Yarlung Zangbo River, Nujiang River and Yamdrok Lake being kept at the first and second national standards, drinking water source quality being fine with no black and odorous water body. Forests, grasslands, wetlands, glaciers, snow mountains and wildlife all around the region have been effectively protected; most of the areas still remain native, too.
