April 27,2020 -- Southwest China's Tibet Autonomous Region will continue to focus on increasing farmers and herdsmen's income. Various measures will be taken to improve their capacity of employment and innovation, like diversifying employment channels, offering more vocational training and nurturing entrepreneurs in agri-business. It is estimated that around 100,000 farmers and herdsmen will receive training this year. 600,000 farmers and herdsmen will find jobs and realize an income of 4.2 billion yuan RMB, ensuring the average annual per capita disposable income of rural residents rising by 13%.

Focus will be put on creating jobs as a crucial way for increasing income of farmers and herdsmen. The region will attach importance to the development of seven industries including highland barely, yaks, vegetables, Tibetan sheep, Tibetan pig, dairy and forge grass, expanding employment channels and creating more jobs. In some key fields, like transportation, water conservancy, energy, livelihood and rural revitalization, it will accelerate the pre-project work, strengthen the weakness in infrastructure, and ensure the time of projects construction, which can guarantee continuous income growth.

Efforts on targeted vocational training will be stepped up. Taking into considerations the requirement of jobs, employment-related institutes will adjust training forms, make full use of subsidies for employment, farmers and herdsmen's training and enhancement of skills, to offer targeted training. People who have been just lifted out of poverty or get limited income will also be involved in the training.

The construction of employment bases for farmers and herdsmen will be strengthened. Industrial parks and cooperatives will be taken as important ways for ensuring stable employment of farmers and herdsmen. Over 600 employment bases will be established, which are expected to create jobs for more than 60,000 farmers and herdsmen.

Farmers and herdsmen will be encouraged to find local or nearby jobs and return to their hometowns to start own business. To those who cannot go out for jobs but are willing to work, local employment-related institutes will collect and release local job positions in time. A relatively full employment will be realized by utilizing local industrial parks, projects and service sector. Training and guidance relating to innovation and start-ups loan support will be provided to those with entrepreneurship intentions.
