Summary of the work of specialized cooperatives of farmers and herdsmen in Tibet

Oct.2,2019 -- In recent years, Tibet Autonomous Region has attached great importance to the cultivation of specialized cooperatives of farmers and herdsmen, accelerated the establishment of policy system, integrated resources, and vigorously guided and supported their standardized development.
 
In 2010, there were only 350 specialized cooperatives of farmers and herdsmen in Tibet, while by June 2019, the number reached 10,009, an increase of nearly 29 times. These cooperatives covered many fields such as planting and breeding industry, processing industry of agricultural and animal products, logistics and transportation industry and so on.
 
Gathering strength to promote development of cooperatives
 
The villagers of Niangna Village, Zhamog Town, Bome County, Nyingchi City, southwest China's Tibet Autonomous Region, as a whole are not rich, and it is not practical for each household to build a greenhouse alone. Therefore, 35 households in the village are collected to discuss issues such as raising funds and labor for collective industrial projects of growing greenhouse fruits, vegetables and potatoes. In 2018, Niangna Village has begun to try growing greenhouse fruits, vegetables and potatoes, realizing a year-end income of more than 60,000 yuan RMB.
 
This year, in order to better improve industrial efficiency, the "two committees" (village party branch and village committee) of the village decide to establish the cooperative and increase potato planting by 0.27 hectares.
 
By relying on superior resources, and making use of favorable conditions such as capital, technology and marketing, the cooperative of Niangna Village drives local households to develop production and management, and plays a good demonstration role in exploring the establishment of a market connection mechanism, promoting the production scale and capacity, promoting the increase in production and efficiency of agriculture and animal husbandry, and increasing the income of farmers and herdsmen.
 
Now, cooperatives in Tibet have developed into a variety of models such as enterprise leading, capable person leading, village committee founding, farmers and herdsmen spontaneously organizing and so on. In accordance with the market demand and the wishes of farmers and herdsmen, scattered households are organized to carry out cooperative production and appropriate scale management, forming a unified consortium to share risks and benefits.
 
Continuous brand building
 
The Shenma Specialized Potato Cooperative in Dagar Town of Quxu County, Lhasa City is mainly engaged in potato planting and wholesale sales. All 372 households in the village have joined the cooperative. By the end of 2018, the average bonus for each household has reached 3,700 yuan RMB.
 
The herdsmen's specialized economic cooperative in Gyaqiong Town of Bangoin County, Nagqu City is mainly engaged in processing and sales of livestock products and ethnic handicrafts.
 
The establishment and development of farmers and herdsmen's cooperatives provide a variety of options for farmers and herdsmen to get rid of poverty and increase income.
 
At present, seven big industries including highland barley, yak, Tibetan pig, cow, Tibetan sheep, vegetables, and forage grass continue to develop. Various kinds of agricultural and animal products are available on the market.

Working together to promote development of cooperatives
 
In 2017, Lhasa gave a financial reward of 1.5 million yuan RMB to 30 municipal demonstration cooperatives of farmers and herdsmen; From 2013 to 2017, Shannan allocated 68 million yuan RMB to support cooperatives and leading enterprises; Since 2007, Ngari Prefecture has organized training for 5000 person-times focusing on cooperative directors, accounting personnel and member representatives.
 
In order to effectively promote and standardize the construction and development of specialized cooperatives of farmers and herdsmen, Tibet has issued a series of regulations and formulated preferential policies on taxation, credit, registration and land use.
 
Cities and prefecture in Tibet have also actively issued supporting implementation opinions, set up leading groups, assigned special persons to take specific responsibility, as well as provided support from supporting funds, personnel training and guidance services.
 
At the same time, in order to establish models and commend advanced cooperatives, the party committee and government of Tibet Autonomous Region have set up funds for commendation and reward. In 2017 and 2018, 21 advanced demonstration cooperatives of farmers and herdsmen and two advanced cities have been awarded.
 
Providing strong support for development of cooperatives
 
"In the course of development, we have encountered problems such as shortage of funds, difficulty in expanding the scale, and insufficient internal forces. Thanks to the help of relevant departments, the cooperative has reached its present scale," says a responsible person of the Zhula Matsutake Processing Farmers' Specialized Cooperative in Gongbo'gyamda County of Nyingchi City.
 
In 2017, when the matsutake processing cooperative encountered difficulties, the superior departments allocated 2 million yuan RMB of poverty alleviation industrial development funds. In 2018, local authorities took the initiative to facilitate the Agricultural Bank of China to release 5 million yuan RMB of industrial poverty alleviation discount interest loans to the cooperative to promote its development.
 
Up to now, the fixed assets of the matsutake processing cooperative have reached 20 million yuan RMB, with an annual output value of more than 11 million yuan RMB.
 
For a long time, the party committee and government of Tibet Autonomous Region have attached great importance to the development of specialized cooperatives of farmers and herdsmen, requiring governments at all levels and relevant departments to put the development of specialized cooperatives of farmers and herdsmen on the important agenda.
 
The development of cooperatives in Tibet has entered a stage of stable growth from explosive growth, which cannot be separated from the strong support of people, finance and materials from various departments at all levels.
