Feb. 10, 2017 -- Tibet has made comprehensive progress in education, healthcare, social security and other social undertakings during the 12th Five-Year Plan period, according to the Finance Department of Tibet Autonomous Region.
The expenditure on people’s livelihood amounted to 391.1 billion yuan, accounting for 74.5 percent of the general public budget.
Tibet has put education as a priority and implemented a 15-year (from pre-school to high school) free education program. The “three guarantees” educational policy and grant policy have greatly reduced the economic burden of students from poor families.
Tibet has established a security mechanism for general public health services, improved medical facilities, and carried out various health programs, especially for women and children. The medicaid standard in agricultural and pastoral areas increased from 260 yuan per person per year in 2010 to 420 yuan in 2015.
In addition, the basic old-age insurance system and the serious illness insurance system for urban residents and other assistance mechanisms were also significantly improved.
