Tibet to realize full coverage of Tibetan medicine service

Nov. 15, 2016 -- During the 13th Five Year Plan period, "healthy Tibet" construction will be vigorously promoted to meet the increasing health needs of urban and rural residents. By persisting in focusing on prevention, integrating Tibetan and Western medicine, optimizing medical and health resource allocation, improving service ability and advocating nationwide fitness program, the national health quality can be improved continuously.
 
Gradually improving medical infrastructure and equipment
 
During the 12th Five Year Plan period, Tibet's medical infrastructure and equipment are gradually improved and medical service conditions are obviously perfected. Statistics show that Tibet's medical institutions increase from 1352 in 2010 to 1435 in 2015. Hospital beds increase from 8838 to 12200. The number of health personnel increases from 12269 to 15831.
 
In addition, in 5 years, 1.8 billion yuan is invested in the standardization construction and reconstruction for people's hospitals, Tibetan hospitals and disease control and prevention centers at autonomous region, city and town levels in Tibet. 11 key projects and 1062 subprojects are implemented. A batch of key projects including plateau life science institute and regional hygiene information are built and put into operation.
 
Fully promoting 11 kinds of public health service projects
 
During the 12th Five Year Plan period, 11 kinds of public health service projects are carried out. By the end of 2015, the funding for basic public health service increased to 50 yuan per person, 10 yuan higher than the national average level.
 
Health emergency system is gradually improved. The management team of emergent acute infectious diseases and emergent mobile hospitals in Tibet Autonomous Region, Chamdo City and Ngari Prefecture are established and put into use, strengthening the emergency handling ability.
 
Improving medical conditions of agricultural and pastoral areas
 
In the beginning of 2015, medical assistance standard in agricultural and pastoral areas was enhanced to 420 yuan per person per year. In addition, the government of Tibet Autonomous Region also purchased critical illness insurances for farmers and herdsmen.
 
Besides, Tibet will also improve the medical care level. By 2020, assistance standard will be doubled at least. Convenient compensation and emergent rescue policies will be implemented to reduce people' s pressure, too.
 
Energetically promoting the development of Tibetan medicine career
 
According to relevant policies, 27 items of key specialized projects are carried out and 4 important creative science and technology projects pass national appraisal. Research on Tibetan medicine industry is held. Relevant work on improving Tibetan medicine service ability is also carried out.
 
At present, there are 33 Tibetan medical institutions in Tibet. As for counties without traditional Tibetan hospitals, Tibetan medical science or Tibetan medicine department is set up in health service centers. 40% rural doctors can treat patients with Tibetan medicine methods.
 
Medical aid to Tibet achieving prominent results
 
In 10 months, the first batch of group aid-Tibet medical team which consists of 143 people treated nearly 30000 patients and the outpatient rate was increased obviously.
 
By bringing their specialty into full play, aid-Tibet doctors not only develop new techniques, but also fill the blank of some medical business. At the same time, they also impart knowledge to local medical staff.
 
Vigorously promoting "healthy Tibet" construction
 
During the 13th Five Year Plan period, the construction of public health service system will be strengthened. Diseases prevention and control system at autonomous region, city (prefecture) and county levels will be established and improved. Regional health center will be optimized. Besides, Tibetan medicine service system at grassroot levels will be perfected. Apart from that, unified supervision of food and drug safety will be strengthened and security system will be built and improved.
