Against the background of geopolitical conflicts and global economic downturn, human society is entering the “VUCA era”, and the international communication ecology is further complicated in the process of digitalization and globalization, which further challenges the international communication of Xizang-related issues in China. This paper attempts to take the theoretical path of international communication to strategic communication as a clue, integrate the excellent cases of existing international communication practices on Xizang-related issues, and explain the possibility of building a new concept, new system and new path of strategic communication on Xizang-related issues in the digital era from the perspective of “Four All Media” communication (all forms, all processes, all people, and all effects).
