In the late 1990s, the UK's International Development Agency (DFID) proposed the Pro-Poor Tourism (PPT), which is a type of tourism good for the poor people. PPT is aimed at producing net benefits for the welfare of the local poor people through the development of tourism, and it emphasizes that the benefits of developing tourism for the local poor must be far greater than the costs they pay. Rural tourism of poverty-alleviation, with the aim of helping the impoverished people to shake off poverty, is a way of reducing poverty through industrial development in the poverty-stricken or economically underdevelopment rural areas, where are rich in tourism resources. Through developing rural tourism, the economy, society, ecology and culture of the poverty-stricken areas can be comprehensively developed. The rural development of Xizang and the sustainable development of poverty alleviation and livelihood of the famers in Xizang are subject to natural and socio-economic development conditions, but they also have their own resources and opportunities. Developing rural tourism based on Xizang’s local conditions to promote its rural development and sustainable livelihood of the poor farmers can not only realize the transformation of Xizang’s resource superiority to its industrial superiority, but also it is the best way to achieve the overall development of Xizang’s urban and rural areas, and the harmonious development of its society, economy, culture and environment. In recent years, Xizang has been striving to develop rural tourism, such as agric-tourism, pasture tourism, vacation tourism, and so on, and continuously increasing farmers’ income in order to accelerate the development of rural tourism to promote the development of rural areas in Xizang. Based on the theoretical basis of ST-EP Mode
(Sustainable Tourism for Eliminating Poverty)namely the sustainable development model of the poverty-stricken areas, an analysis has been done on the practice and effect of ST-EP Mode in Dadong Village of Lhasa in Xizang, China, and a discussion done on the inspiration of the development of rural tourism to revitalize the industry of Xizang, and to promote the poverty alleviation, the rural development and the sustainable livelihood of farmers in Xizang.
