Governing Xizang according to law is a strategy for governing Xizang put forward by the Party Central Committee with Comrade Xi Jinping as the core, on the basis of combining history and reality, based on the characteristics of the development of the Xizang Autonomous Region and the basic requirements of the national constitution and legal system. The basic connotation of governing Xizang according to law is to establish an institutional fortress that effectively protects the legitimate rights and interests of people of all ethnic groups through the constitution and laws, especially in accordance with the autonomous regulations, separate regulations and local regulations of the Xizang Autonomous Region, in accordance with the unified deployment and requirements of governing the country according to law. The whole-process people's democracy is mainly to solve the relationship between fairness and efficiency in democratic values, which reflects the emphasis on the "all-round, full-chain and full-coverage" characteristics of democracy's governance role. To organically combine the rule of law with people's democracy in the whole process, the most fundamental institutional goal is to use the Constitution and laws to effectively protect the people of all ethnic groups in the Xizang Autonomous Region to exercise their democratic rights as masters of their own affairs, and to promote the construction and development of local rule of law in Xizang.
