Under the leadership of the Communist Party of China(CPC),regional ethnic autonomy adopted in Xizang has initiated a new era in history.In this new era, the local people of all ethnic groups have become masters of their own affairs and the whole-process has been practiced.By upholding the overall leadership of the Party,the system of regional ethnic autonomy achieves a high degree of unification between the Party’s proposition and the people’s will. The direction, path and goal guided by the Party, the series of principles and policies implemented by the Party at different historical periods in Xizang fully reflect the basic interests and common aspirations of the people of all ethnic groups in Xizang. By adhering to the principal role of the people, the system of regional ethnic autonomy achieves a high degree of unification between the fundamental political system and the basic political system of the country.The systems of the people’s congress and regional ethnic autonomy guarantee that people of all ethnic groups in Xizang are masters of their own affairs to the greatest extent. By safeguarding the authority of the Constitution and laws, the system of regional ethnic autonomy achieves a high degree of unification between “two combinations”(namely, the combination of unification and autonomy and the combination of ethnic and regional elements). The combination of ethnic and regional elements is reflected that Xizang is a place shared by people of all ethnic groups across the country and the autonomy is an autonomy enjoyed by people of all ethnic groups in Xizang. The “two combinations” safeguard the unification of the country, and help to guarantee Xizang achieve common prosperity and development of all ethnic groups in the big family of the socialist motherland. By enhancing the sense of community of the Chinese nation, the system of regional ethnic autonomy achieves a high degree of unification between the overall interests of the Chinese nation and specific interests of each ethnic group.By emphasizing on people-oriented approach, the system of regional ethnic autonomy achieves a high degree of unification between economic development and improvement of people’s livelihood. All facts prove that only by upholding the CPC’s leadership, the socialist system with Chinese characteristics and the system of regional ethnic autonomy can local people’s right of being masters of their own affair be guaranteed and can the whole-process democracy be practiced in Xizang.
