Counties of Xizang Autonomous Region are the most densely populated regions. Under the guidance of implementing the new development concept, integrating into the new development pattern and the 14th Five-Year Plan of Xizang Autonomous Region. Based on the per capital GDP of 66 counties in Xizang and the general public budget revenue and expenditure data of each county from 2013 to 2019, this paper analyzes and discusses the economic development status, financial revenue and expenditure level and the imbalance of county economic development of six types of counties, among these are agricultural counties, animal husbandry counties, semi agricultural and semi pastoral counties, grain base counties, border counties, three rivers counties, and seven prefecture level cities. The main conclusions are as follows: First, the overall level of county economic development is low, and the gap with the level of the whole region has widened slightly. There are obvious differences in the level of economic development between different types of counties and counties in different regions. Second, fiscal growth of counties is generally insufficient, and gap between fiscal revenue and fiscal expenditure is more significant than the level of the region as a whole; financial revenue and expenditure situation differs in different types of counties and different cities. Third, the imbalance of county economic development in Xizang is not high, from 2013 to 2019, imbalance change is small, and imbalance between counties mainly comes from imbalance within different types of counties.
