Strategic Relationship between China and Myanmar
(Myanmar) Ye Myint Kyaw

I am Ye Myint Kyaw from Myanmar. Our organization is the Center for Myanmar Affairs Studies, a research branch of Ministry of Information. It was founded three years ago under the new civilian government, NLD. Being a think-tank, it has regular meetings and workshops with invited scholars, politicians, MPs; finding the ways for current politics, economics and ethnic affairs of the country, and we have to report these discussions and suggestions to the incumbent leaders through MOI. Another work is quarterly publication of Myanmar Affairs journal and Ethnic Affairs Journal. And we published papers: the analysis on Myanmar peace process, anti-corruption works of Myanmar and the analysis on politics and economics of modern China.

Personally I am very interested in the marvelous development of our neighbor, the giant China. As an editor of Myanmar Affairs journal, I wrote three articles about the mystery of China’s reforms. Last year December has been the 40th anniversary of China’s reforms and opening up since Mr. Den Xiaoping kicked off it with his famous speech ‘Emancipate the mind, seeking truth from fact, and unite as one to face the future’. Under the four decades of successive reforms, China becomes the second biggest economy of the world which lifted 800 million of people out of poverty. Now our country’s border, Yunnan province’s GDP reached 265 billion U.S. dollars in 2018 that is three times larger than Myanmar. I am very envious of our neighboring country’s mysterious stories.

Also being interested in transitional institutions and a think-tank’s works, I often look at the major organizations and think-tanks of China. Township and Village Enterprises (TVE) of China are highly successful in expanding production and creating employment and they are good examples for our SME works. I have heard of the influential research organizations of China Academy of Social Sciences, the Development Research Center (DRC) of the State Council, the Systems of Reform Commission (SRC) which provide Chinese leadership with options for economic system and policy. I always wish to have a study trip to the institutions and to copy some ideas for my country reforms.

Luckily I had an opportunity to visit a short trip as to the Belt and Road Initiative to the Beijing and cities of Heilongjiang and Inner Mongolia provinces last year August. The team of China Centre for International Economic Exchange (CCIEE) explained twenty journalists including me from eleven countries, neighboring of China about the president Xi’s grand project, BRI. The authorities and industries from Harbin, Daqing, Honhot and Ulanqab cities explained their economy of provinces, infrastructures, logistics and trade with Russia and Europe. There the one what I notice is the Chinese women who hold high ranking positions such as chief economist, vice mayor, directors, managers and engineers. I have seen the picture of China that is larger and smatter than what I thought before. After coming back home, I wrote two articles to my audience about my short visit to China and the connectivity of BRI.

I am very happy and encouraged the trip of our State Counsellor Daw Aung San Suu Kyi to Beijing to attend BRI summit, having a high-profile bilateral meeting with the President Xi. During the forum, her government signed two memoranda of understanding (MOUs) and an agreement letter with China for cooperation between two countries in trade and the economy. We understand that this is the first achievement of China Myanmar Economic Corridor for the future of win-win situation of both sides.

Now the traditional friendship, Paukphaw (fraternal) friendship, will be more and more profound between two countries. I do believe that it will push forward bilateral relations constantly and increase mutually beneficial cooperation. Our country can overcome all the challenges and tackle the problems with the support of China’s strong strategic relationship.
