At 5 a.m., Gyaltsen Norbu, special commissioner of the State Council and chief organizer of the lots-drawing ceremony, solemnly invited Luo Gan, representative of the State Council and state councilor, to read out the document of State Council's approval of a report submitted by the Tibet Autonomous Regional People's Government entitled Report for Instructions on Selecting Three Boys as the Candidates for Drawing Lots from a Gold Urn to Determine the 10th Panchen's Reincarnation. .
